The Orleans Parish Civil District courthouse is over fifty years old. The building is well beyond its useful life, the facilities are woefully inadequate compared to nationally acceptable standards. The building as currently configured is not conducive to efficient judicial operations, with intolerable, crowding and makeshift facilities. The building does not offer secure movement and necessary circulation between the public and court employees. The elevators, heating, ventilation, air condition, plumbing and electrical systems are in constant need of servicing or complete replacement nor does it lend itself to modern technology.
